Are these OS's anygood? Does it slow your computer down when you run it?

What are the best ones?

You can use Cygwin to get ports of several common Linux tools. Apps compiled with Cygwin ware 100% native, so there shouldn't be a noticeable performance loss.

You can also use something like VirtualPC. Applications run in the virtual enviornment will be a bit slower than native applications, but nothing else will be slowed down.
 
For Cygwin, it doesn't. For runing Linux in VirtualPC or something similar, its the exact same thing, just in a Window on your desktop.
