hd for fedora linux

Hey guys. I was wondering if anybody knew or has experienced the same problem as me with a 2nd hard drive. The computer used to be a win98 dual booted with win32. I installed fedora and erased both disks. The win98 hd works fine and it is where the os is. The second drive is 125m(wow dont even come that small anymore:)) which i want to use as a storage disk. In the hardware browser it says it is free space instead of a format type. I edited my fstab file and make the dir in /mnt. when I try to mount the drive though, it says it cant because it is an unknown format, or is unspecified. The only thing I can think to do is format it from free space to ext3. I opened terminal but every command I try to format it says bash doesnt recognize the command. I have looked online and everything I can find says that the "format" command is correct. I just dont know. do I need the "format" command with a certain argument other than hdb? any help would be great! thanks in advance
 
fdisk - used to partition the space on a disk
mkfs - used to format a partition
