You really need to stay off of XP since support has dropped. I guess unless these devices are never going to be connected to a network or the internet. And no, Windows doesn't go to freeware. Even DOS isn't freeware.

If they want it to run in a really tiny environment I still say go Linux. Have them hire some one to port over the app to Linux or better yet, find the author of the app and see if they have a Linux version. The fat lady is on vacation in the Bahamas' so put fingers to keyboard and get cooking.
