References can come from clients you have supported.
I put down many customers as references... And I am rather successful. you have to start somewhere.

lol, by references people think of important people that can back you up. For instance head of an engineering division at IBM or project manager of kodak etc. You cant put a specific person on your resume and say blah blah about them. It is very unprofessional and employers will look down on you.

I would exaggerate or lie just a little bit about how maybe you helped a friends parents small business set up a network, or if you have a really gooe friend of the falmily who owns a business to vouch some good words for you, etc. Any serious emplyer who pays a decent wage is going to want to see something that sets you apart from the competition.
