How hard could it be?

You would need a tech database and a client database for deatails. Then a submission form to the problems database. Then a script to match entries in problems database with users in tech database. Another script to email tech user and a link to accept or reject, joining client with tech support.

Pretty simple, all datbase driven. Im thinking a new use for Solve My Problem Networks
