Hey!
Is it possible to get CompTIA+ or Cisco CCENT certification at age 15? I'd like something to serve as a "fallback" plan just in case, and I plan on making a side business as well someday. Would this be worth the time and money? Or, what do you think I should do?

A lot of people get A+ or Net+ when they're younger because they're fairly easy to get. CCNA is much more difficult (not sure if there's an age restriction or not, but I don't think so). Takes a lot of studying, and the tests are expensive. Almost nobody passes on their first try, as well.
 
It's mainly so you can get jobs easier if you're in a competitive environment. So unless you're looking for a job, you may want to hold off on getting any certification because you have to re-take tests to get re-certified after a certain amount of time.

By CE you mean continuing education credits?

It's probably just easier to take the next level exam (or another approved vendor certification) which then renews your A+. It also keeps you moving forward with your skills.
