If that's not a fiscally viable option, then here are things that I'll ask you:
How many people use your connection? Do you and they use it simultaneously?
Are you wired or wireless? If you are wireless, do you have to be?
Are you using a router/switch in combination with equipment provided by your ISP?
What operating system is your (are your) system(s) running?
Let's just start from there.

Upgrade your internet package to a higher tier.
Upgrade your modem to a 3rd party modem, rather than use the ISP-provided one.
Don't have a lot of devices connected to the internet that are high-bandwidth usage.
Use a wired connection.
