vice city took place in the 80's

sa take place in the mid 90's

theres such a time gap in between, thats probley why they didnt stick tommy in sa... i could see how they stuck the guy from gta3 (forget his name) in there considering 3 took place around present time

ok guys tommy is in the game surprise.... but hes an npc, in the race in the wood trails about 25% of the way through the game when you get the crapiest car in the game, your ex-girlfriend is hanging all over him and you have to win the race to get at her....
