elder scrolls 3 morrowind blade quests

i have been stuck on this part for quite a long time now. its the quest you have to be the redoran hortar or something like that. i have all but the venim councelor on my side. every guide i look at says you need to duel him. no problem ill duel him in a flash but the problem is he wont duel me!!!
help me plz.
