Can I get add ons without xbox live?

Does anyone no if the extra stuff for Splinter Cell & Mech-assault can be downloaded without xbox live?

what i found

if you have a subscription to the official xbox magazine (which you should if you own an xbox) they will be releasing things on the demo disks that was previously only avainable online (live) the new splinter cell missions are just one of the many things coming soon (july or august on those btw)

As long as they keep releaseing the Exhibition disks thats cool cause I don't have Live yet due to the fact i'll be moving in the next 2 months.
