Steam screwed up

I tried loading up steam today and this is what happens:

I've tried reinstalling and the problem persists. Suggestions?
 
I just tried a system restore, no luck on that either...

This was just working yesterday too.

edit - update

Looking on the steampowered.com website, I discovered that a program called window blinds has been known to cause problems with steam... I used to have that program but just uninstalled it today and that's when the problems started to occur. This is really ticking me off because I tried to reinstall steam but I can't see the prompts since the overlay won't show up, and now I can't play any of my steam games.

UPDATE

Trying to use system restore normally also did not work. However, by running system restore in "Safe Mode with command prompt" and manually typing in the command %systemroot%\system32\restore\rstrui.exe I was able to successfully restore my computer and luckily it fixed the problem.
