What makes it better? Besides mods
Better graphics is the biggest besides mod capability.

Graphically it is better automatically on the PC, then you add on the official HD texture pack Bethesda released. High resolution, AA, AF, and mouse + keyboard make it much better to most PC gamers. Add on HD mods (not even talking game changers here) and you got yourself a 100% better experience visually alone.
