Rome Total War - Why won't my gates repair?

My best city, or most advanced, has legendary walls but somehow the gates are ALL open... not just open but busted open. Like someone broke threw them but no one did. EVERY one of them is like that. I had multiple armies attack that city.... which is **** near un-conquerable and they all came in from different sides.... just walked right on in and almost captured the city. I had to sacrifice my general to hold them off while I got my infantry to the center.... even though they were defending another part of the walls. It's got to be a glitch because no one has knocked down my gate before, much less every one of them? Also, it says my gate has 0% damage??? And I don't have an option to repair them. Anyone know whats up?

you have spys in your city, get rid of them and the gates will fix

Put spies and other agents in the city. With luck, they'll catch him
