Some of the suggestions present will help, you can limit your startup programs through 'msconfig'; generally a lot of proccesses will remain active in memory and be idle, in the case of those, it won't tax your system. As mentioned, take a look at your controle panel, see what is using a lot of memory, google them, see if they are neccessary before you alter your startup routines, you can get by on a basic setup without sacrificing any functionality(less than 30 processes to hazzard a number); lol, never format the hardrive(unless your desperate). Do the basic maintenance as well(redundant, sorry).
