Oblivion's Major flaw?

Ok i've been playing Oblivion for about 25Hrs now and i've found the following to be a major flaw in the game, am i right or am I doing something screwy?

Basically the stats boost you get for leveling up doesnt compensate for the increase of toughness of the creatures you fight. The whole problem comes from the facts that leveling up is not mandatory and creature toughness is based purely on you level with no concideration to how good your chracter is.

Hence there is very little incentive to level up, and the game is actually easier if you dont!

Thats exactly what I found, it's kind of dumb. Unless you get +4 or +5 on all you actually become WEAKER when you level up. Same thing happened to me and the only way I could get out of it was by cheating my stats up a little bit. I mean when a wild boar takes you down in 3 hits you know something is wrong.
 
Most creatures at your level will lean heavilly into a fighter template, you will find you need to match that withfighter skills somwhat.
