Oblivion controls question

I've just started playing this game and was wanting to know if theres a way to make a "next spell" button or even better control them with the scroll wheel. I'm a mage and its really annoying reaching for the number keys and hoping I hit the right one to get a spell off quickly. I figured it would be under controls but I didn't see it.

There is a mod out that lets you organize your spells better, I don't know whether that will work. Have a look at the link below, there are hundreds of mods on there, I'm sure you'll be able to find something.
