MTA for Vice City

would somene please be able to help with setting up MTA Vice City so that i can play it because i cant work it out. also can it be played over a LAN and if so without an internet connection. cheers

could someone please help me as i am having a lan in a couple of days and my friends and i wanna play VC. btw i have all the MTA things i just cant work out how to use them. all help would be greatly appreciated.
