Installing old card

I'm trying to install an old voodoo 2 accelerator card and I can't get it to reconize it.Everytime I reboot it tells it detected a pci device but it won't install the drivers that are on the disk.MY video card I'm hooking it up to is a ti4200 agp card and I'm running windows 98.I'm wondering if it has to do with directx or something I'm using directx 9.I know voodoo is old and not used anymore but hopefully somebody remembers a little about them. thanks!
