help with morrowind elder scrolls III

I am working on the Vivec Informants Quest and am stuck. I've done 2 of the 3 and have found the 2 people involved in the 3rd part but am not able to get any further. I talk to the informant in the "underworks" and she tells me to get rid of the tax man. I go to speak to him and am not given any continuing dialog to either tell him that she's gone or tell him where she is hiding. Any ideas as to what I'm missing?

after you talk to the imformant your supposed to go to the tax man(making sure its the right guy) and lye about it. your supposed to lie and tell the tax man that the informant isnt there anymore. if your sure its the tax man your talking to then you prolly have a glitch in the game.

Im doing a quest for the hlalu herthator and Ive located everyone I need to be selected but the one who is sopouse to be in Vivec (Dram Bero). He is sopouse to be in st.Olms but Ijust cant find him.

Please help.
