a fps reader?

Fraps works really well. I think I saw it at www.download.com a while ago. I dont know if they still have it. If they done just type "fraps" into google and you will get something!

all games that have been made atleast in the last 3 years that you can play online, like CSS or SOF have an FPS reader..

Its a case of typing the fps in the 'console' of the game, which brings it out.

For instance, in sof. - cg_drawfps 1

also cl_showfps 1 for cs...or net_graph 3 to see your fps and loss chock etc.

EDIT: for fraps to work, do you just press F12 when you are playing a game?

For fraps to work, you open it up before entering game, well thats what I do.
