It might be because you're trying to connect to servers outside of your region. If you live in the U.S. and connect to servers in europe or asia, it will often increase a couple of hundred in PING.
Can you check your internett speed here www.flink.no/speedometer.php , and post the speed here, so we know how fast it is... I know it's in Norwegian, but just press, "Test Hastighet" and when the test is finished, press "Se Resultatene". Then you will know if it is Comcast's fault or your computers fault...
Just for comparison, I got 2316.33 kbit/s, and my computer is way worse than your's, and I have around 30ping playing source.

not sure about the command in CS:S but in 1.6 the command is "rate #" in console. Try typing "rate 25000" in console or "cl_rate 25000" in console (if you don't know how to get to console, go into options and look for controls and somewhere there's a button that says "advanced")

Just order the server list in order of lowest ping to highest ping, then tell us what's the lowest ping you get on your list.
