Any room for downgrade without actually jeapordizing picture quality?

Intel Core i5-3470, Sapphire Radeon HD 7870 XT, Apevia X-Dreamer3 Black/Red - System Build - PCPartPicker

I have 1080p Vizeo.47in

and a Isymphony 19in 1366x768 LCD LED ( bought itwhen I was in Japan, I never really heard of isymphany)

Both Tvs, not actual computer monitor.

You can drop the i5 to something less.

You can drop the i5 to an i3 3220 and the motherboard to an Asus or ASRock B75. Should drop about 150 bucks or so. With that much money saved you can drop the 7870 and get a 660ti.

Well an i3 is slower than a i5, but a 660ti would likely be better than the AMD cards in some games as well.

Either way, you should still get acceptable performance.

1080p isn't really that demanding of a resolution.

In terms of gaming? I know there are higher resolutions for pc monitors but I got tvs that will work perfectly fine

In gaming the drop from i5 to i3 wont really make a difference but the 660ti is much faster than the 7870 with better drivers. In the end it's a better purchase. GPU > CPU for games.

1080p is pretty much the common top for games and 1080p is still rather demanding for midrange GPUs today.
