hlds and faster - forwarded downloads?

I run a c.s. 1.6 server using HLDS (Half Life Dedicated Server), which means uploads of maps and such to users is capped extremely slow, and i've read about this problem. I need to get the users to download the information from a different location besides directly from the hlds server. Something like http or ftp is in the forecast? The config file command for it is the sv_urldownload off the top of my head. i convienently have another pc here if i needed that one for the process. any help would b appreciated. Stop people from leaving during mapchage :D
 
here is a convo I had about it with this 'tech'..... ......

Ken: Hi Robert, is there a question you would like to ask me today?
Robert: yes
Robert: I would like to see if you are able to help me in this situation
Robert: I host a game server from my house and need certain files for it to be uploaded by clients from an http or ftp.. something besides the capped speed at which the server is at.
Robert: i want to forward their requests, is this something your spftware is agble to perform ?
Ken: Robert, I understand that you host a game server, however you are looking for webspace so clients can upload files onto ftp. Is this correct?
Robert: so they can download from it
Robert: ill host the files from a server, and when they need them the game forwards the request to a serv


Anyone help me out on how to accomplish this??
