How do I set up remote desktop in windows server 2008 r2 without AD?

I just installed Windows Server 2008 r2 on to a new blade server to replace a windows xp laptop used for remote desktop. I did this in hopes of setting up a true remote desktop server. We do not have active directory (which I know would simplify configuration). How can I set up remote desktop with individual user accounts?

To simplify, each user much have their own account. If you're the Admin, you need to create each account for user on that server. Usually, I'll set their password and have it expire on next login so they can change it to something they want.

Don't forget, you can only have 2 terminal sessions + 1 local logon. Anything else is a license violation.
