Alright so what is the difference between things such as dvd-r and dvd+r?

This also brings up dual-layer. This means you can burn double the data on it right? Do most dvd burners have the capability of burning dual layer disks or do you need a burner that is made for dual layer burning? Do dual layer disks play in most dvd players?

difference tween +r and -r is the actual disk itself, the data and filesystem you put on it is the same, but the dvd burner has to use different settings with the laser to burn it

the +r also allows some burners and some software to do bit setting which can fool some dvd players to play a disk it might ordinarily have problems with
 
It's all just marketing hype for two different brands competing for the standard. It's a pain though because its easy to buy media for one that was meant for another. A firend of mine spent $30 on DVD-RWs for his DVD+RW burner which he eventually gave to me.
