What exactly is a Dual Double Layer DVD drive?

Hey...
What exactly is a Dual Double Layer DVD drive? It can burn upto 8.5 GB or so, I heard....how is that? Is it possible on reguar 4.7 GB DVDs?

DVDs have two layers of data. Consumer DVD Burners have simply caught up to what DVDs offered. Double Layer (DL) DVD burners can write to DL DVD+R media. This media is very expensive when compared to single layer media. Most, if not all, dvd players and drives can play back DL media.

I got this burner, http://www.newegg.com/product/product.asp?item=N82E16827140008 and it works very nicely. $53 seems to be a very cheap price for a double layer burner.
 
The actual DL Writer may be cheap, but the DL blank disks are very expensive and not worth it
