webcam problem pls help

Hi,
I cant get my little digicam to work. Its installed fine and works within its own program(powercam)and shows live pics. But I cant get it to work over the net. Under imaging devices ,the "test scanner or camera" is greyed out. How can I assign it to a port?
Is there some driver or patch I could apply?

Thx for replies so far.
I know its not an install issue, everything works fine that way.
Its just windoze98se wont recognise it to allocate it to a port.
I know its some sort of issue with win98 but i dont know how to fix it.
I was hoping some knowing soul around here could enlighten me.
My camera is a cheapy, but i should be able to use it as a WEBCAM.
