video editing software

Don't know if this is the right place as none of the headings seem to fit. Does anyone know of a video editing software that can take the output from the scart socket on my TV?
Any help please.

I know you can get scart-to-hdmi converters (or component, etc), I'd think that'd be the best way to go.
