Is there a FREE program to convert mpeg-4?

Is there a freeware program to convert mpeg-4 files saved as a .ASF file to mpeg or avi? My personal video recorder records video in the above format and I would like to edit them. Either that or is there a free video editor that can edit mpeg4 files directly? I have virtualdub already and that only edits AVI's.
