Sourround Sound: Mutes Ambiance Noise..

Hello, I have a rather odd problem. I have a surround sound system that goes completely mute when what ever I am watching has a quite scene or a pause. When there is a pause the surround sound completely mutes its self much like a noise suppressor a guitarist would have to prevent feed back when he/she stopped playing. This is really annoying for example when an actor starts to talk their first word is chopped off because the sound has not fully came back on. This only happens with quiet scenes which is puzzling to me, usually muting/sound cut off problems come from loud scenes- clipping out ect.

I have went through the manual which lead me no where. I have tried several devices hooked into the surround sound, and they all produce the same quite mute problem. I have searched on Google but has 0 luck.

The system is a RCA - RTD314WR, and I have it hooked up to my Tvs audio out with RCA cables.
