Default Should i get monitors ?

I allways looked past monitors, but now i've been looking at some.

Should i get Powered monitors or passive and connect them to my own Rotel Amp (used for stereo hifi), and if i get powered, can i connect them to my CD player, or if im doing that am i better of getting standmount/bookshelf speakers ?

I play my music fairly loud so they would need to be able to do this.
And which would sound better with my £250 budget, hifi or monitors (i like my bass to be taught and in control, but still remain deep and powerfull) i like vocals to be well projected aswell.

If monitors would be alright for all that i mentioned above, what would you reccomened i get off this website with a £250 budget > Dolphin Music
