resizing a picture to 4x6

hi i want to know what program to use cause i tried many and i havent any succes to get it to print at 4x6. would photoshop do it?? i have a picture that was sent to me via email form a cell phone and want to print on to nice paper and make it look like a photo. any help would be appreciated and im new to picture stuff
