Is PVR a operating system?

I am looking at using a PVR application such as myth tv or freevo. Is a PVR an application that runs on an operating system? Or is it an operating system itself?

I believe PVR stands for personal video recorder

It is software run within a Operating System. If they have any sort of requirements, like sayi for Windows or Linux, that makes them software. Looking at both Freevo and MythTV's page, they require Windows to be installed first. A stand alone OS would not need Windows to run the program it would need to be installed as the OS itself.
