PIP won't allow cable and VCR at one time

I noticed that while using PIP (Picture in Picture) with my new TV (Polaroid 3232 LCD 32"), it won't show broadcast channels from the cable antenna(SD) and the VCR tape at the same time. Is this true with other TVs' PIP?
I can see cable channels and DVD player at the same time in PIP. Or DVD and VCR at the same time. But not antenna & VCR, no matter the VCR is connected thru composite, S video, on the back or on the side inputs. Anyone has this same experience?

As far as I know, as long as you plug in the VCR to the AV jacks, it should work fine with PIP. However, I don't know that TV that you use.
