Default mp3 volume fluctuations

I am currently using Mp3Gain to adjust the volume of my mp3 files so when I sync them with my iPod, they all have the same decibel range. I set all my mp3 files to 89.0 decibels and none of them are being displayed as "clipping." However, when I listen to them on my iPod, one song would start loud and then gradually get softer and back to being loud. It seems like there are volume fluctuations. I tried changing my earphones, restoring and updating my iPod but there are still volume fluctuations.
Could this be a problem with the software I'm using to adjust the volume of the songs or something else?

Also keep this in mind too. MP3 is not a lossless format. Every time a change is made to the audio, it has to be re-encoded. Just like making a copy of a copy of a vhs tape, after each generation you lose some fidelity.
