Movie editing program similar to Kino for Windows?

I'm going to be editing some video where I want to be able to cut up a lot of video and I found that Kino works great for that because I can easily split up videos down to the frame. The problem is Kino only works in gnome and I don't want to deal with the hassle of installing ubuntu and dealing with GRUB loader. So I'm looking for a free program for windows that will do the same thing.

You can try out VirtualDub. Not sure if that's exactly what your looking for but I guess it's worth a look.
