It doesnt matter if the movie is a hour or 4 hours. As long as the file itself does not go over 700MB the size of a CD. Or 800MB if you have those size CD's.
Nero Vision would be the best bet.

of course, i am doubting you are trying to use any real old players, and I would think newer ones support all the vcd variants so it's less restrictive.
so, if you think you got it down and made a vcd ok but it doesn't play? burn it again using a slightly different format and it might work. 1 vcd might not play in a vcd capable player but might in another
