How can I split program audio?

Alright so fundamentally I know how to get separate audio streams when I have headphones and a speaker system, but my question now is how to get certain programs to run audio through one stream while have other programs playing audio through the other. For example if I wanted to play music or a movie through my speakers but then I wanted to have some type of VoIP, Skype, Games, etc running through my headphones how would I go about doing that? Is such a thing possible without a dedicated sound card or would I have to purchase one? Any help in solving this problem is greatly appreciated! :lol:
 
Windows can do this by default for communication vs. normal audio, at least.

Right click the speaker icon in your icon tray by your clock -> Playback devices -> Right click the device you want to set default for communication -> Set as Default Communication Device.

This will split your voice chat audio and normal game audio to the 2 different devices.
