DVD+R is a dvd disc that allows multiple layers for one disc where as dvd-r only allows one layer. Multi layer DVD+R can allow extra capacity per disc than DVD-R, but it costs more.

The biggest difference as far as an end user is concerned is with the "+" disks some burning software allows you to do whats called bitsetting which can fool some standalone dvd players into thinking the disk is a store bought mass produced dvd instead of a computer burned disk, this can fix some compatibility issues some players have.
Most of today's players will play either, the "+" are getting more popular and the "-" is being phased out.
