Convert Music File tags from scribbles to unicode?

So I have all of these music files with Chinese except the file names look like this "´ºÌìµÄ¹ÊÊÂ" instead of this "春天的故事."

I can go through some external program like NJStar and manually change the file names but that's really tedious. Is there a program that can run through the tags automatically and convert the text to something that windows xp can read?

Have you tried something like TagScanner or any other ID3 tag applicaiton. I know that Google has pages of them.
