Can't record in 'what you hear' mode.

I'm having problems trying to record online sound, which I never had before on my old computer with XP on board. All I ever had to do before was simply click on the volume icon in the tray and change the setting to 'what you hear', pop up Audacity and begin recording. But no matter what I do with my latest computer, the minute I set it on 'what you hear' I begin getting this awful reverberating noise that sounds like a distorted effect from a demented video game, over which I can hear the sounds I'm trying to record, but distorted and echoed.

I've tinkered around for hours on my computer trying to figure it out, but have had no success.

Anyone have any ideas?
