Best HDTV Tuner Card

Well it's close to the time (mid-May) that I'm building my media PC to hook up to my 46" LG HDTV. So my question is which is the best TV Tuner Card available on the market? I'm looking in terms of hardware/software features and picture quality the most. So far the best I've found in terms of ratings/recommendations is this: NCIX.com - Diamond TV Wonder 650 Theater PCI-E TV Tuner Card

It MUST be an HDTV card since I don't want terrible picture quality in 4:3 format. I'm hooking it up to my Rogers Cable HD Box.

Well I looked at those but it doesn't seem like they have too many HD cards if any at all. Did you find some on their site? I checked but couldn't see.

Get the hauppage 1800 media center kit. It comes with the card, remote and ir-blaster so that you can control your cable box with it. Sadly, my cable box doesnt have a port to plug the ir-blaster in, so i'm stuck with a craptacular analog recording. Hate comcast.

Before you ask, the 1600 is pci, the 1800 is pci-e. Thats the only difference.
