The stocking cpu cooler goes fast!( Why is that happening)

So the guy who built my pc with the stock cpu cooler for some reason after he completed the set up the cpu cooler it goes fast and it should go slow right?

Do you know why that is happening ? if i know the problem he might be able to fix my problem now and i would be able to get my computer now

So please if you know why this is happening please tell me!

The motherboard is this one:

What cpu? Is an OS on it yet? What temp is the bios reading?

The fan usually starts out right fast then slows down based on temperature, so the hatsink should be checked to ensure it's seated properly, oem plug clips suck.

Make sure the fans plugged into the cpu header plug and not a case fan plug.
