Such as the dual DDC XSPC pump tops, but why would someone need dual pumps for a single loop? Large loops need more 'push' to get the coolant moving effectively?

Large/long loops with multiple blocks and rads. Or, you have the spare money and are addicted to water cooling anyways and don't see why not to do it.
If I were to go dual pumps, it would probably be because of the latter of those two reasons.

The obvious reason, because you are running high restriction blocks and rads in your loop.
