For what?

MS Visual is pretty nice, but expensive if you're out-right buying it.

Eclipse is the awesome open-source community project, with extensions for C, PHP, Pearl, etc. and of course it's primary Java. Well worth looking into.

Well, assuming you're talking about software/coding, you need to choose a language. Java would probably be a fun place to start...though any language has its own.

I plan on starting with C++ as I have had some experience with my EECE degree. Then I will also like to learn more about basic and java.

Hmm, for C++, there is the Eclipse way:
Eclipse C/C++ Development Tooling - CDT

Though I haven't used it, I'm sure it's nice. Then there's DevCpp,
Bloodshed Software - Dev-C++

Which is nice indeed. Then you have MS Visual, which I've used a couple times but never kept with it.

But all of the above would let you do what ye' want and much more.

Eclipse is definitely the way to go with Java though, that's for sure.
