Scrolling text on TV: news Ticker

Hi all,

I decided to develop an news ticker that will be running on live tv program.Pulling the data from a database, and simply showing the content within a scrolling band .There is one thing I could not figure it out.That is what would be a technology or language to create this scrolling band.I will be so glad if you one of you give me a clue or just suggest to read some docs ?​
