Need someone for PHP work

Hello all I need somebody who can do some PHP work for me. I need an AD posting script. I need it where they can post Ad's with pictures. They need a login and signup, once logged in they can post Ad's, look at the AD's they already placed, and deleate there own Ad's. I need an admin panel where I can see all members, all the ads they placed. I need to be able to deleate any ads I do not want on there, well lets just say I need to control EVERYTHING. I would also like it where with just 1 PHP file I can translate it into another language. Please let me know if someone can do this and if so how much and how long it would prob take you? If you need more info please let me know.
