Java program with GUI

I have an idea for a program I want to make. I have two years of high school java experience so I'm not very fluent in the language but I know where to start and I figured I'd just learn while I'm coding.

For my idea I don't want to program the GUI in Java if possible. But I also want to port the program over to Android, which is in Java.

Does anyone know a way around this

What IDE are you using?

JetBrain's IntelliJ Idea has a GUI builder:

It also supports Android projects. Or for Android, you can use the Android Development Studio, which is based off of IntelliJ Idea's IDE, with Android plugins preinstalled.

I'm using NetBeans atm. I have almost no experience with GUIs no I'm guessing it's gonna be a long hard journey.
