im loking for help on a certain program

im a first year programmer for delphi. i am loking for assistance on a program to control badwidth. for example a program on a server side server so if you connect to lets just say a ftp server this program would narrow the bandwidth from all your bandwidth to about 500 bytes a second per client. becasue i am a owner of a ultima online free shard owner and i need to narrow down the band width for each client. if someone know how to make this program or could help me with it please post i wouldl very much like this
