Generating HTML files with VB

Simply put: I want to use Visual Basic to make a program to create HTML files.

Where i work at the moment, im having to make the same sort of website time and time again for each different product i put up. i want to make a program where i can input the data and it uses a template to create the finished web page.

How would i go about doing this?

I'm no good with VB, but I can help you do this with PHP.

Hmmm not sure how. What im looking for is a stand alone windows application. Also i dont think the apache webservers my work is put up onto supports PHP, and although i know how to install it, i dont think my boss would be keen on the idea.
